A small download is a path sample
The check downloads up to 16 MiB from our endpoint for up to eight seconds. Mbps means transferred payload divided by elapsed time. It is not your plan speed, a guaranteed maximum or an upload result.
Idle versus loaded timing
Small HTTP requests run before and during the download. A rise during transfer can suggest contention along this path; browser scheduling, server capacity and WiFi can also affect it. Without overlapping successful probes, loaded timing is inconclusive.
Compare the activity that feels slow
If only one site is slow, investigate that site. If all activity is slow on one device, compare another browser and device. Repeat near the router or over Ethernet before changing equipment.

Will this use mobile data?
Yes: up to 16 MiB plus small probes. The download needs an explicit checkbox before starting.
Can this certify my ISP speed?
No. It samples one browser-to-endpoint path and may be limited by either end.
